Leonard A. Harms, P.E.
President and Principal Engineer
As president and principal engineer of Harms Engineering, Inc. (HEI), Mr. Harms has had considerable experience with civil engineering design, project management, and failure analysis.
His experience in civil design and project management began when he held the position of City Engineer of the City of Kennewick, Washington (1971 - 1975) and prior to that, Assistant City Engineer of Pasco, Washington (1970 - 1971).
Subsequent private consulting work has included engineering in the following areas: water supply and distribution; storm drainage and sewer systems; street design; site planning; subdivision development; construction management; structural design for residential commercial and light industrial structures. He has also done water system design, water treatment studies and design for private and commercial water systems.
In addition to his design practice, Mr. Harms has also done numerous total building inspections for residential and commercial structures, including assessment of structural condition and recommendations for continued or change of occupancy.
His special interest and training in failure analysis has led to providing forensic services for hundreds of failure, negligence and accident cases, including providing expert witness during trials when required. These cases included, but are not limited to, structural failures, foundation settlements, slip and falls, mechanical and product failures and construction related failures.
