Being the first and oldest of the engineering disciplines, civil engineering continues to inspire the staff at Harms Engineering, Inc. (HEI) to provide unique and innovative ways to respond to the needs of the public and private sectors.

From drainage to parking, subdivisions to site plans, permitting processes to water main extensions, responsible solutions need to be found to provide for growth and expansion while remaining compatible with environmental concerns.

Sample Projects

Tessenderlo Kerley Rail Expansion, Finley WA

This project included designing the grading and drainage plans for the 3,000+ foot extension of the existing chemical plant's rail system through a tight corridor between existing storage tanks and processing buildings.  Drainage was collected with a complex trench drain system and piped to a retention pond graded between the newly expanded multi-rail system.  An access road and ramps for tanker loading and trackmobile maneuverability were also part of the site improvements.

Easterday Farms Potato Packaging Facility, Pasco WA

In conjunction with Teton West of Washington, HEI participated in a design/build project for Easterday Farms to construct a 90,000 sf single level packaging facility with dock level and at-grade access for incoming "fresh from the field" and outgoing "ready for the store" potatoes.  Fire protection and three concrete silt settling basins, together with water supply, access roads, sewer discharge and stormwater management were components of the industrial development.

Dawes Street Condominiums, Kennewick WA

HEI developed the site grading and drainage plans, including storm drain infiltration, utility installation and the half street improvements to the existing S. Dawes Street and cul-de-sac.

Subdivisions/Site Plans

HEI has been responsible for the design of layout and infrastructure for scores of subdivisions and commercial site plans in SE Washington over the past 30+ years.  These projects have involved working with and assisting developers to determine the best use of land and design projects accordingly.  Utility coordination, street design, stormwater management, design of booster stations and lift stations, sewer collection and water distribution with fire protection have all been part of the development and design process to obtain jurisdictional approvals for construction.

21" Sewer Extension, Pasco WA

Retained by the City of Pasco, HEI designed 3000 lf of sewer interceptor, including 350' of 30" bore under State Highway 12 in Pasco, Washington.  The extension consists of 6" and 8" diameter pressure lines and 21" diameter gravity sewer piping at 12' - 20' deep gravity sewer piping to serve industrial/food processing facilities.

Horn Rapids Storm Drain Retrofit, Richland WA

Funded by grant moneys which required incorporating additional stormwater design standards, the City of Richland retained HEI to rehabilitate the old abandond stormwater pump station to 2009 DOE requirements.  Water quality standards and detention time prior to the pump station challenged the high ground water project.  Final design produced primary and secondary treated stormwater before discharging into protected wetlands 2000 feet away.
